3. HAND IT OVER IN PERSON — The recipient scans the code, determines where and to whom, and the Bureau completes the entry with a certificate of title.

The Bureau sends the recipient nothing. The only key to the allotment travels on the summons in your hands — the surprise cannot be spoiled.
